Established by an Act of Parliament on Saturday 12 December 1964, the Central Bank of Trinidad and Tobago began with a staff of fewer than 60 employees. In those formative years, the shared challenge of building a new institution fostered strong friendships and a powerful sense of camaraderie.
That close-knit culture began to erode in the late 1980s and early 1990s, around the time that management policies discouraged staff from visiting other departments. One consequence of this change was the diminution of the bonds between employees. By the close of the 20th century, the Central Bank's staff became a fractured community, with some friendships enduring while others dissolved.
Amid that shifting dynamic, seven former employees—whose own relationships dated back to the bank’s earliest days—conceived of a club for retirees. Their shared history enabled easy discussions, leading to the establishment of the Central Bank Retirees' Club (CBRC). The following is a historical listing of the CBRC leadership from 2003 to 2023.
The CBRC held its first Annual General Meeting (AGM) on Friday 12th September 2003. At that AGM Mr. William Stewart was elected to be the first President of the Central Bank of Trinidad and Tobago Retirees Club. After Mr. Stewart, the CBRC elected (six (6))? more Presidents by the year 2023.

From its inception, the Club operated out of the Divestment Secretariat of the Ministry of Finance. Under the guidance of its first board, the club defined as its mission, the promotion of activities aimed at enhancing the cultural, social, educational, spiritual and economic well-being of members.
To pursue the Club's objectives it was recognised that a permanent home was needed. Consistent with its commitment to support the CBRC, the bank provided a fully functional administrative office on the 15th floor of the Central Bank building. This office was opened on Thursday 1st July 2004. From that base, the Club established itself as, among other things, a representative body for the former members of the bank's staff. The CBRC Administrative Office was relocated to the ground floor in 0000. From that office, the club expanded the number and variety of its programmes.

At the 4th AGM, held on the 2nd May 2006, none of the members that were present accepted nomination. Consequently, it was adjourned to the 1st June 2006. At that re-convened AGM the club's Constitution was amended to include the following term(s) of office guidelines: - (to be verified via the applicable constitution, perhaps 2006 - 2009.)
One third of the Executive will be elected for a period of one (1) year. Elections will then be held for that third of the seats on the Board.

One third of the Executive will be elected for a period of three (3) years. Elections will then be held for that third of the seats on the Board.

On the subject of tenure, the amended December 2015 Constitution, at section (8) (b) states: -

All positions on the Board of Directors and on Committees of the Board shall be honorary and carry no remuneration.

During the AGM of 2015, the membership agreed to a number of amendments to the Club's Constitution. Consequently, in the amended 2015 Constitution, Section 14 states: -
ELECTIONS
a. Nominations:
The Board of Directors shall, at least fourteen (14) days prior to an Annual General Meeting invite nominations in writing for the election of the Directors.
All advance nominations shall include written proof of consent of the nominees and shall be submitted to the Secretary before the Annual General Meeting.
Nominations may also be made from the floor at the Annual General Meeting.
The 2015 Constitution addresses the matter of discipline under:
Section 17: Disciplinary Complaints;
Procedure for dealing with disciplinary complaints.
The last sentence of item (i) states: The Board of Directors, at its discretion, will adjudicate on the guilt or innocence of the person or persons involved and shall have the powers to impose the following penalties: issue warning letters, suspend the member and /or expulse the member from the Club. (Expulse - To drive out; to expel; to force away. Etymology: expulsus, Latin. For ever should they be expuls'd from France, And not have title of an earldom there.)
Item (ii) of the said Section states: Either party may reserve the right to appeal the Board’s decision at a Special Meeting of the membership called for that purpose, provided that such appeal is lodged in writing with the Secretary of the Club no later than twenty-one (21) days after receipt of the decision of the Board. The decision of the general membership shall be final and binding.
